Yes, this tile would be suitable.
This is a Glazed porcelain tile.
They can be, providing the tiles are installed onto a cured concrete base and adhered using an exterior tile adhesive. The tiles would also require a minimum of a 5mm grout joint our Ultracolor Anthracite (Charcoal) 114 Flexible Grout 5kg SKU: 6011405A would be suitable for this.

Yes, these tiles can be used with underfloor heating.
The Black Matt Lounge Tile is slightly thicker and comes with an anti-slip rating of R9. They are produced by different manufacturers so they would have slight cosmetic variances, but overall the style and colour seem to be the same.
